Our history offers an opportunity to revisit defining moments and reflect on how the Tribunal continues to evolve to meet the needs of those we serve. Having marked the Tribunal’s 40th anniversary in 2025, we look back on the foundations of the Workplace Safety and Insurance Appeals Tribunal (WSIAT) and encourage you to explore the historical stories that highlight milestones, challenges, and the collective efforts that have shaped our shared journey.
Over the decades, the Tribunal has charted its course with purpose, refining processes, embracing innovation, and adapting to changing needs while clearing the path toward greater access to justice. Our commitment to moving forward with purpose and integrity remains unwavering.
Our Beginnings
The Workplace Safety and Insurance Appeals Tribunal opened its doors on October 1, 1985, then known as the Workers’ Compensation Appeals Tribunal.
Did you know that on October 1, 1985:
- the Tribunal Chair was S. Ronald Ellis, KC
- the Tribunal’s Alternate Chair was James R. Thomas
- the Tribunal’s address was 920 Yonge Street
- the Tribunal had four full time Vice Chairs
- the Tribunal had seven full time Members representative of employers and workers
And today, more than 40 years later, the Tribunal has published over 90,000 decisions each publicly available.

Celebrating Four Decades of Service
In marking its fortieth year, the Tribunal held a series of events that acknowledged its history, engaged its community partners, and supported the development of future advocates.
40th Anniversary Symposium
The Tribunal hosted a 40th Anniversary Symposium on October 23, 2025, in the Ian J. Strachan Conference Centre, bringing together adjudicators, staff, system partners, and members of the broader administrative justice community. The event provided an opportunity to revisit defining moments in the Tribunal’s history, explore its evolution, and reflect on the ongoing work required to advance access to justice.
A highlight of the day was the Keynote Address delivered by The Honourable Thomas Cromwell, Senior Counsel at Borden Ladner Gervais LLP and former Justice of the Supreme Court of Canada. Justice Cromwell spoke about the importance of Access to Justice, offering thoughtful insights on its role in the administrative justice system.
The Symposium also welcomed several notable guest speakers, including:
- The Honourable David Piccini, Minister of Labour, Immigration, Training and Skills Development
- David Corbett, Deputy Attorney General of Ontario, and former chair of the WSIAT.
Participants engaged in two panel discussions:
- The Long and Winding Road: Milestones on the Highway of Justice
- The Tribunal as Navigator: Lessons from the Road, Visions for Tomorrow
The Symposium was well attended, bringing together 80 in‑person participants and more than 300 online.
Ron Ellis 40th Anniversary Moot
On October 18, 2025, the Tribunal held its inaugural Ron Ellis 40th Anniversary Moot, a province‑wide advocacy competition for law students. The Moot offered participants the opportunity to strengthen their advocacy skills, engage with members of Ontario’s legal community, and gain meaningful exposure to an important area of administrative law.
The inaugural competition featured the winning team from Osgoode Hall Law School:

Students from the University of Toronto Faculty of Law and Osgoode Hall Law School also participated, including Jerry Zhao, Eli Howard, Alyssa Muzyk, James Staines, Julia Ford and Sophia Cornacchia, along with coaches Maryth Yachnin and Dora Chan.
The event was made possible through the dedication of the organizing committee, the support of our volunteers, and the contributions of our judges.
